Orange County NORML is pursuing legal recourse against the City of Long Beach for the cancelation of an educational, art and music festival due to the participation of companies that  manufacture and distribute Industrial Hemp CBD products. 

Lori Voss of code enforcement and Deputy City Attorney Arturo Sanchez claim that,

In the City of Long Beach, CBD and CBD-infused products may only be sold by a dispensary licensed by the City and the State of California. Any CBD oil and CBD-infused products possessed, manufactured, distributed, processed, stored, tested, packaged, labeled, transported, delivered or sold within the City are subject to the Long Beach Municipal Code (LBMC) Ch. 5.90 and the State of California’s the Medicinal and Adult-Use Cannabis Regulation and Safety Act (MAUCRSA); Long Beach has a ban on adult-use cannabis at this time.

We have been in contact with the City to inform them CBD is not regulated by the Bureau of Cannabis Control and that their own municipal code does not mention, define or include CBD as medical marijuana, but they continue to stand by their misinterpretation of both state law and local municipal code. 

OC NORML is hiring legal council to assist us in getting financial compensation for loss and policy change for the future. 

There are dozens of locations in Long Beach that provide CBD products including more chain stores, health food chains, smoke shops, chiropractors and massage parlors.

CANNABIS EDUCATION EVENT CANCELED DUE TO CITY ACTIONS

Long Beach, CA- It is with great sadness that Orange County NORML has announced that ‘Her Royal Highness’ being held on the Queen Mary on Friday, April 20th is being canceled. OC NORML has worked with the City to comply with every concern they have brought forward and they continue to create new issues to prevent this cannabis education event from being held. The Queen Mary was a great partner in this event and was not part of the reason this event was canceled.


Most recently on Tuesday, March 27th Lori Voss, Business License Inspector II with the City Department of Financial Management and Business Licenses sent an email stating;


“In the City of Long Beach, CBD and CBD-infused products may only be sold by a dispensary licensed by the City and the State of California. After reviewing the cited municipal code Attorneys for the group found no mention of CBD being included in the medical marijuana ordinance or in MAUCRSA. An email was sent in response to Lori Voss who has refused to respond and clarify the code sections she is referring to. There are dozens of locations in Long Beach that provide CBD and infused products, including smoke shops. Chiropractor offices, major chain stores like Target and Walmart and health food stores. We know that the City is misrepresenting the truth and has been involved in a continued effort to stop this event by pulling the funding which is made up primarily of CBD companies. 


OC NORML feel’s this is an act of discrimination by the City and are organizing speakers to attend the next Long Beach City council meeting on Tuesday, April 3rd at 5pm. Anyone who wish’s to show support and speak on this issue please show up at city hall by 4:45 and park in the free lot at the Civic Center. 


We again sincerely apologize and are in the process of issuing refunds with great financial loss to Orange County NORML. We could not go forward with this event in good faith and the protection of our vendors and attendees from actions of the City is our top priority.
